Each picture is saved at the resolution it was stored in the file. That is the real image, not a render of the page. If you want the whole page as a picture, including text and layout, use PDF to JPG or PDF to PNG instead.

Why are some small images missing?
Images below a size threshold are skipped on purpose. That filters out icons, bullets and other tiny graphics.
Can I extract images from a scanned PDF?
Yes, but a scan usually stores each page as one image, so you get one PNG per page. To pull the text out of a scan, run OCR PDF first.
Is it free to extract images from a PDF online?
