Picture or editable: choosing a mode
Picture puts each page on its slide as an image. The deck looks identical to the PDF, but you cannot edit the words. Use it to present a PDF as slides.
Editable places the text as text boxes at their original positions and sizes. Images and graphics are left out, so expect to add those back. Use it when you need to rewrite the content.
Scanned PDFs to PPT
A scan has no text layer, so Editable mode would give empty slides. Run it through OCR PDF first, then convert. Picture mode works on scans as they are. Going the other way? PowerPoint to PDF turns a .pptx back into a PDF.
