Why your PDF keeps going back to the wrong way
Most PDF viewers, including the ones built into web browsers, have a rotate button that only changes your view. Close the file and it opens sideways again, for you and everyone you send it to.
To fix a PDF for good, the rotation has to be saved in the page itself. That is what the rotate PDF tool does. The saved file opens correctly in any viewer, prints the right way and stays rotated when you merge it with other files.
Rotation does not re-encode anything. Text stays selectable and images keep their quality, because only the page orientation setting changes.
How to rotate one page in a PDF
Scans often have a single upside-down or sideways page in the middle. In the thumbnail grid, rotate just that page and leave the rest alone.

Preview saves rotation. Open the PDF, select the pages in the thumbnail sidebar, and use Tools > Rotate Left or Rotate Right. Then choose File > Save, or File > Export as PDF to keep the original unchanged.
On Windows, the built-in browser viewers can rotate the view but do not save it into the file. Print-to-PDF tricks can work but tend to rotate every page the same way. The free PDF rotation tool works the same on any system.
Rotating and page orientation
Rotation turns the page and its content together. A portrait page rotated 90 degrees becomes landscape. If what you want is a different paper size, such as fitting a landscape page onto Letter, use Resize PDF instead.
Rotation is also different from mirroring. Turning a page 180 degrees puts it upside down, not flipped left to right. A page that reads backward in a mirror needs to be scanned again. Rotation also leaves page size alone: a Letter page turned 90 degrees is still Letter, just lying on its side.
Fix a scanned document in one pass
Scans usually need more than rotation. Start by turning the sideways and upside-down pages with the PDF rotate tool. Then drop empty pages with Remove Blank Pages, and finish with OCR PDF so the text can be searched.
